camt.087 ISO 20022 message: Definition
camt.087 ISO 20022 message stands for “Request To Modify Payment”. With this ISO 20022 XML message, the payer’s bank (debtor bank) asks the payee’s bank (creditor bank) to subsequently modify details of a payment that has already been executed. In SEPA payments it is used exclusively as a “claim for value date correction” – to correct the value date of a credit transfer that was executed late.
camt.087 ISO 20022 message: Scope
Like the camt.027 ISO 20022 message (claim non-receipt), the camt.087 belongs to the investigation messages in interbank payments. It always refers to one single pacs.008 ISO 20022 message that has already been sent, carries its references (transaction ID, end-to-end ID, amount, interbank settlement date) and the requested modification – in the SEPA case the correct value date the payee would have received had the credit transfer been executed on time.
The background is the statutory execution time: if a credit transfer is executed late by the debtor bank, the payee is entitled to be placed in the position they would have been in had the amount been credited on time. The debtor bank can arrange this via the creditor bank with the camt.087 instead of settling the correction bilaterally. In every case the response is a camt.029 ISO 20022 message (resolution of investigation).
The following ISO 20022 messages are related to the camt.087:
- camt.029 ISO 20022 message – positive or negative response to the request, and confirmation of the interest compensation
- pacs.028 ISO 20022 message – status request if no response is received
- camt.027 ISO 20022 message – claim non-receipt, the second SCT inquiry message
- camt.056 ISO 20022 message – recall of a payment
- camt.110 ISO 20022 message – investigation request, the successor message in the SWIFT environment
camt.087 ISO 20022 message: Usage
General
The trigger is either a complaint by the payer that their credit transfer was executed too late, or the debtor bank detects the breach of the execution time itself. It sends a camt.087 to the creditor bank, which corrects the value date of the credit and replies with a camt.029.
SEPA SCT
SCT Inquiry – Claim for Value Date Correction – camt.087.001.06
In the SEPA SCT scheme, the camt.087 is one of the two messages of the “SCT inquiry” procedure defined in the rulebook (alongside the camt.027). The debtor bank may submit the request up to 13 months after the execution date of the original credit transfer; each inquiry may reference one single credit transfer only. The creditor bank must respond with a camt.029 within 10 banking business days. If no response is received, the debtor bank can request the processing status with a pacs.028.
The response can take three forms: a negative camt.029 with a reason code (e.g. NOOR – no original transaction received, ARDT – already returned transaction), a positive camt.029 with which the creditor bank confirms the value date correction, or a positive camt.029 with a request for interest compensation (“positive response with request for interest compensation”). In the latter case, the debtor bank in turn confirms the claim with a camt.029 (“confirmed positive response”). Interest compensation is only applicable if the €STR reference rate was positive in the period concerned. The inter-PSP fee for handling and the interest compensation are then paid by the debtor bank to the creditor bank with a separate pacs.008. The complete dialogue is processed via the Bundesbank’s SEPA-Clearer or another CSM:
SEPA SCT Inst
The camt.087 is not foreseen in the SCT Inst scheme: since an instant credit transfer is executed and value-dated within seconds, there is no late execution that would need to be corrected.
SWIFT MX (CBPR+)
In global SWIFT payments, the camt.087 was intended as the successor of the MT195/MT199 requests to modify payment details. With the introduction of SWIFT Case Management, investigations and modification requests there are handled via the camt.110 (investigation request) and camt.111 (investigation response), so that today the camt.087 plays its main role in the SEPA environment.
