camt.027 ISO 20022 message: Definition

camt.027 ISO 20022 message stands for “Claim Non-Receipt”. With this ISO 20022 XML message, the payer’s bank (debtor bank) informs the payee’s bank (creditor bank) that a credit transfer which has already been executed has allegedly not reached the beneficiary, and asks for an investigation.

camt.027 ISO 20022 message: Scope

The camt.027 belongs to the investigation messages in interbank payments. It always refers to one single pacs.008 ISO 20022 message that has already been sent and carries its references (transaction ID, end-to-end ID, amount, interbank settlement date, among others) so that the creditor bank can unambiguously identify the original payment.

Unlike the camt.056 ISO 20022 message (recall), the camt.027 does not request a refund; it only clarifies whether and when the amount was credited to the beneficiary. In both cases the creditor bank replies with a camt.029 ISO 20022 message (resolution of investigation).

General

The typical trigger is a complaint by the payee to the payer that an amount has not arrived. The payer asks their bank to investigate, and the debtor bank then sends a camt.027 to the creditor bank. The creditor bank checks whether the pacs.008 was received and credited and replies with a camt.029.

SEPA SCT

SCT Inquiry – Claim Non-Receipt – camt.027.001.07

In the SEPA SCT scheme, the camt.027 is one of the two messages of the “SCT inquiry” procedure defined in the rulebook (alongside the camt.087). The debtor bank may initiate the inquiry up to 13 months after the execution date of the original credit transfer; each inquiry may reference one single credit transfer only. The creditor bank must respond with a camt.029 within 10 banking business days. If no response is received, the debtor bank can request the processing status with a pacs.028.

The camt.029 is either positive – the creditor bank confirms the credit and states the date, or credits the amount now – or negative with a reason code, e.g. NOOR (no original transaction received: the payment never arrived at the creditor bank) or ARDT (already returned transaction: the payment has already been returned via pacs.004). For handling a positively answered inquiry, the creditor bank may charge an inter-PSP fee, which is settled via a separate pacs.008. The camt.027 is also foreseen for investigations of instant payments in the SCT Inst scheme; deadlines and procedure follow the rules of the SEPA SCT rulebook.

SWIFT MX (CBPR+)

In global SWIFT payments, the camt.027 was intended as the successor of the MT195/MT199 queries. With the introduction of SWIFT Case Management, investigations there are now handled via the camt.110 (investigation request) and camt.111 (investigation response), so that today the camt.027 plays its main role in the SEPA environment.
